Modifies provisions relating to teacher and school employee retirement systems

- When a teacher retires, they may return and work in a non-certificated position without losing retirement as long as they do not earn more than the Social Security earnings exemption before normal retirement age ($18,960 in 2021)
- When there is a critical shortage of teachers, allows retired teachers to continue to collect retirement while working full-time for up to four years.
- Allows for increase in retirement if teacher worked thirty-two or more years.
