Establishes transfer procedures to nonresident districts for students in public schools

Description
Allows districts to participate in open enrollment of non-resident students without charging tuition and can count the student for state and federal aid. Transfer students are ineligible to participate in varsity sports for 90 days, with some exceptions. Parents are required to transport, but if the student is eligible for free and reduced lunch then state will reimburse.
