Allows school districts to divide into subdistricts

Allows for an election to decide whether to divide the district into seven
subdistricts for electing school board members, if petition is signed by voters equaling 10% of those voting in the last school board election.
- Board members would have three-year terms but four Board members to be elected in one year, three the next.
- If after the regular candidate filing period a subdistrict does not have a candidate, any resident of the district can file to represent that subdistrict.
- Urban school board members (other than Kansas City) would be elected to six-year terms, but four members would be elected in one year and three the next.
