Modifies provisions related to the virtual school program

Description
Removes requirement for students to have first attended a public
school prior to enrolling in MOCAP. School districts make recommendations to parents but cannot prohibit enrollment in MOCAP. Districts cannot require full-time MOCAP students to physically attend school. Allows vendors who are not paid by school districts to immediately receive payment from DESE. Vendors can “disenroll” students. DESE is required to report the academic performance in the aggregate, not by vendor. Districts must neutrally advertise MOCAP and can be fined if they do not.
