Who are we?

A Voice of Conscience at the Capitol since 1952

The Friends Committee on Legislation of California (FCLCA) is a nonpartisan, statewide public interest lobby founded by Quakers in 1952.  (Quakers are also known as the Religious Society of Friends – that’s where the “Friends” in our name comes from.)

Our supporters include people of all backgrounds and beliefs who share our values and concerns.  Join us!

We advocate for California state laws that are just, compassionate and respectful of the inherent worth of every person.

Together, you and FCLCA can bring a voice of conscience to California politics.  Here’s how:

  • We lobby California legislators directly on the state budget and on bills in areas such as economic justice, immigrant rights, environmental justice and criminal justice reform, among others. Our registered lobbyists weigh in with legislators at the most critical time when laws and policy are being made.  We are a multi-issue advocacy organization that works in coalition with other advocacy and faith-based organizations to pass bills that move California forward.  
  • We give you tools to help you be an effective grassroots lobbyist yourself.  See some examples here.
  • Along with our sister organization, the FCL Education Fund, we provide you with information and analysis to help you navigate complex issues, legislation and ballot propositions.​

Board and Staff

FCLCA is governed by the Friends Committee on Legislation of California General Committee, composed of representatives from Friends Meetings and churches around the state as well as at-large members, who may be Quakers or non-Quakers.

The General Committee meets annually, appointing the FCLCA Board of Directors, which meets quarterly to oversee the operations of FCLCA.

The FCLCA staff implements the day to day operations of FCLCA and the FCL Education Fund.  The FCL Education Fund reimburses FCLCA for nonlobbying program work, administrative and fundraising operations done on its behalf.
