Description

Passage of the bill, as amended, that includes a package of provisions related to voter access, election administration, campaign finance and disclosures, and ethical standards for government officials. The bill would establish a number of national standards related to voter registration and access. Among other provisions, it would require states to allow online and same-day registration, automatically register eligible voters and allow early voting at least 15 days before election day. It would require states to allow all eligible voters to vote by mail-in absentee ballots, provide ballot drop boxes in each county at least 45 days before an election and carry out a program to track and confirm receipt of all absentee ballots. It would require a number of activities to improve voter access and awareness for students and individuals with disabilities; allow convicted felons to vote after serving their prison sentences; and prohibit certain practices related to voter deception or intimidation and removal of voters from voter rolls. It would also require states to use independent redistricting commissions when redrawing congressional districts; require all votes to be made via paper ballots; require the Homeland Security Department to assess cyber threats to the election system prior to any election; and require states to establish contingency plans to enable voting during an emergency, including a natural disaster or infectious disease. Among other provisions related to campaign finance, the bill would modify or establish public financing mechanisms for presidential and congressional election campaigns that would match 600% of each contribution of up to $200 for candidates whose campaigns do not accept contributions of more than $1,000 from any individual donor and do not use more than $50,000 of the candidate's personal funds. It would prohibit super PACs from financing political ads supporting or opposing a political candidate and require corporations, organizations and political committees that spend more than $10,000 in an election cycle to disclose their campaign-related expenditures of more than $1,000 and any donors contributing more than $10,000 in that cycle. It would expand political advertising disclaimer requirements to online political ads; establish reporting requirements for online platforms selling political ads; and prohibit deceptive manipulated media of a candidate. It would include a number of requirements to prohibit foreign political spending through companies, including to prohibit foreign entities from direct or indirect participation in decision making for any election-related activity; require political committees to report foreign contacts to the Federal Bureau of Investigation; and prohibit the creation of corporations to conceal foreign election contributions. Finally, it would set or modify a number of federal ethics rules governing all three branches of government. It would formally prohibit members of Congress and congressional staff from using their positions to further their financial interests and prohibit members from serving on the board of a for-profit entity or using federal funds to settle employment discrimination cases brought against them. It would require the president and vice president to divest any financial interests that pose a conflict of interest and to regularly submit tax returns for the previous 10 years to the FEC. It would include several provisions tightening regulations on lobbying, including to require registered lobbyists to disclose their status and their client upon contacting a federal official and to prohibit lobbying contracts on behalf of foreign countries that have engaged. It would require the Government Publishing Office to make all congressionally mandated reports publicly available.
