Description

Passage of the bill, as amended, that would provide $1.31 trillion in discretionary funding for six of the twelve fiscal 2021 appropriations bills, including $694.6 billion for the Defense Department, $75.4 billion for Commerce and Justice departments and science and related agencies, $49.6 billion for the Energy Department and federal water projects, $24.6 billion for the Treasury Department, federal judiciary and executive agencies, $198 billion for the Labor, Health and Human Services and Education departments and related agencies; and $75.9 billion for the Transportation and Housing and Urban Development departments and related agencies. Within total funding, the bill would provide $68.4 billion in overseas contingency operations funding and $210 billion in emergency funding for COVID-19 pandemic response activities and infrastructure investments, not subject to discretionary spending caps. Within emergency funding, the bill would provide $75 billion for transportation and housing infrastructure; $61 billion to expand broadband services; $43.5 billion for water and energy infrastructure projects; and $24.4 billion for HHS public health activities, including $4 billion for an enhanced influenza vaccine campaign; $3.5 billion for development and production of vaccines and therapeutics and $1 billion for global preparedness and response. Among other provisions, the bill would repeal the 2001 and 2002 authorizations for the use of military force and prohibit the use of force in or against Iran; provide $275 million for security assistance to Ukraine; limit the transfer of Defense Department property to state and local law enforcement agencies; provide $1 million to rename Army assets named after Confederate leaders; and prohibit the use of funds to construct border security infrastructure on the southern U.S. border. It would provide funding for a number of Justice Department police reform initiatives, including $350 million for grants to support investigations related to law enforcement practices and misconduct, $78 million for police-community relations grants and $50 million for state and local law enforcement training. It would provide $18 billion for National Nuclear Security Administration nuclear security activities and prohibit the use of funds provided by the bill for the Nuclear Weapons Council to advise the NNSA budget. It would provide $500 million for Election Assistance Commission election security grants to states. It would require HHS to report weekly to Congress on the strategic national stockpile inventory during the COVID-19 public health emergency. It would provide $17.3 billion for Education Department grants school districts to support disadvantaged students, including for reading and math proficiency programs. It would provide $62.9 billion for the Federal Highway Administration and $18.9 billion for the Federal Transit Administration, as well as $34.8 billion for HUD public and Indian housing and $25.7 billion for tenant-based rental assistance. As amended, the bill would prohibit the use of funds provided for federal law enforcement actions unless federal agents wear clear identification and agencies prohibit the use of force in response to public gatherings. It would prohibit the use of funds provided to implement a number of Trump administration policies, including HHS rules allowing moral and religious exemptions from contraceptive coverage requirements for employer-provided health insurance and a Justice Department memorandum regarding a "zero-tolerance policy" in the prosecution of criminal immigration offenses. It would direct the Architect of the Capitol to remove Confederate statues and certain statues of individuals who defended slavery or white supremacy.
