Description

McConnell, R-Ky., motion to invoke cloture (thus limiting debate) on the McConnell motion to proceed to the bill that would require health care practitioners to provide the same care to a child that is "born alive" after an abortion or attempted abortion as they would for a child born at the same gestational age and to ensure the child is immediately transported and admitted to a hospital. It would establish penalties for any health practitioner who would violate these requirements, in the form of fines, imprisonment for not more than five years, or both. It would authorize the woman upon whom the abortion was performed or attempted to seek appropriate relief in a civil action against any individual who would violate these requirements.
