Our Position



McConnell, R-Ky., motion to invoke cloture (thus limiting debate) on the McConnell motion to proceed to the bill that would prohibit any physician from performing or attempting an abortion if the physician determines that the probable post-fertilization age of the unborn child is 20 weeks or greater. It would require a physician trained in neonatal resuscitation to be present if a medical professional determines that the unborn child could survive outside the womb. Among other provisions, it would authorize the woman upon whom the abortion was performed or attempted to seek appropriate relief in a civil action against any individual who violates these requirements. It would require any physician who performs or attempts an abortion to annually submit a summary of all such abortions to the National Center for Health Statistics, including the number performed or attempted on an unborn child who had a post-fertilization age of 20 weeks or more.
