Jeff Jacobs, MA


Jeff Jacobs is ASCP’s Chief Officer for Science, Technology and Policy and is based in ASCP’s Washington, D.C. office.  Jeff’s work with the ASCP senior staff and our Commission on Science, Technology and Policy has helped establish the ASCP Institute for Science, Technology and Policy that includes our Center for Public Policy and our Center for Science, Technology and Quality Practice.   

Prior to joining ASCP in 2003, Jeff was Associate Executive Director at the Association of Public Health Laboratories where he administered APHL’s federal grant portfolio.  Jeff also spent more than a decade as Director of Government Affairs at the American Public Health Association and also was Director of Government Affairs at AIDS Action.  Jeff has a Master of Arts  degree from the American University in Washington DC and a Bachelors in Arts from the University of Minnesota in Minneapolis, Minnesota.  

Ali Brown, MD, FASCP

Ali Brown, MD, FASCP is the Medical Director of the National Pathology Quality Registry (NPQR).  In her role, she works with ASCP volunteers and staff to create, maintain and expand the NPQR to meet the evolving performance improvement needs for laboratories, clinical practices and patients.  

In addition to her NPQR duties, she is currently a practicing pathologist in Jackson, Mississippi with experience in both academic and private practice.  Her career has evolved from being a full-time surgical pathologist to focusing primarily on healthcare performance improvement and data analytics.  She has been an active volunteer with ASCP for many years, and previously served as Resident Council Chair and Fellow Council Chair.  Dr. Brown earned her MD from Louisiana State University Health Sciences Center, completed a combined anatomic and clinical pathology residency at the University of Mississippi Medical Center, and a surgical pathology fellowship at the University of Texas MD Anderson Cancer Center.  She was also the Susan G. Komen Interdisciplinary Breast Cancer Fellow at MD Anderson.

Matt Schulze

Matthew Schulze is the Director of ASCP’s Center for Public Policy and works in ASCP’s Washington, DC office. Matt supervises ASCP’s public policy activities and works with ASCP’s Commission on Science, Technology and Policy on development, implementation, and oversight of ASCP’s public policy activities. His areas of expertise include the Medicare Physician and Clinical Laboratory Fee Schedules, the Clinical Laboratory Improvement Amendments, CPT coding, workforce, licensure, and scope of practice issues. He also serves as the editor of ASCP’s ePolicy newsletter.

Prior to joining ASCP in 1998, Matt worked in Government with the NAFSA: Association of International Educators, where he focused on immigration, education, international affairs, and appropriations issues. Matt has his Bachelors of Arts from the University of Minnesota in Minneapolis, Minnesota. 

Edna Garcia, MPH

Edna Garcia is the Senior Manager of Scientific Engagement and Research at ASCP’s Institute for Science, Technology, and Policy in Washington, DC.  She works with both the Washington, DC and Chicago staff on the development, administration, analysis, and reporting of high profile surveys, specifically the ASCP Wage and Vacancy Surveys.  She also manages the implementation and operation of the organization’s Choosing Wisely Campaign, Joint Commission Volunteer Group and other laboratory workforce initiatives.  In addition to her workforce issues projects, she also represents ASCP at external meetings and events for other strategic key organizations and government offices relating to pathology and laboratory medicine. 

Edna received her Bachelor’s degree in Microbiology from the University of California, Davis and her Master’s degree in Public Health with Epidemiology and Biostatistics concentration from Drexel University.

Jennifer Clark, SCT(ASCP), MB

Jennifer Clark is the Manager of Clinical Practice Guideline development for ASCP’s Institute for Science, Technology, and Policy and works in the ASCP satellite office in Carmel, Indiana.  She works with sister professional pathology and clinician organizations to coordinate the development of Clinical Practice Guidelines that provide evidence-based recommendations on testing and treatment  to medical professionals to enhance patient care. She also works with external government and professional stakeholder organizations to support specific initiatives, and assist in the design of national educational activities.  

Jennifer received her Bachelor’ degree in Cytotechnology from Indiana University, and is ASCP BOC certified as a Specialist in Cytotechnology and Technologist in Molecular Biology.  She continues her education, working towards her Master’s degree in Adult Continuing Education with a minor in Public Health, also from Indiana University. 

Liz Waibel, MPH

Liz Waibel is ASCP's Senior Manager, Quality Practice and Health Policy in the Washington, DC office. She serves as Project Director for ASCP's National Pathology Quality Registry (NPQR) and focuses on key content areas including the Medicare Physician Fee Schedule, the Medicare Quality Payment Program, the Clinical Laboratory Fee Schedule, and the Society’s Choosing Wisely Campaign. In addition, she serves as an ASCP representative at external meetings and events.

Prior to joining ASCP, she worked as a Histocompatibility Technologist, a Clinical Research Coordinator, as a Compliance Specialist at a regional health insurance plan, and as an intern to the Governor of Colorado's Health Policy Advisor. Liz earned a Bachelor of Science in Zoology at Northern Arizona University and a Master’s of Public Health with a concentration on health systems management and policy from the University of Colorado School of Public Health.
