Commentary
For years now the HTF has been spending more than it has been bringing in and has been propped up by general fund transfers. Congress needs to take action to give the HTF an adequate funding stream and ensure its long-term financial stability. To get there, Congress is going to have to consider a range of solutions. Taking an option off the table would undermine Congress’ ability to fix the HTF.
