Description
The Update, Promote, and Develop America's Transportation Essentials Act of 2015 (UPDATE Act) would raise the federal motor fuels tax rate by fifteen cents per gallon over the course of three years and indexing that future rate to inflation. H.R. 680 would provide a sustainable, long-term user fee fix for the federal Highway Trust Fund.

Commentary
The UPDATE Act would phase-in over the next three years a fifteen cent per gallon fuel tax increase on gasoline and diesel, at a rate of 5-cents a year. Additionally, the legislation would index the motor fuels tax rate to inflation, thus allowing the rate to maintain its strength against other external rising costs and economic pressures.
When fully implemented the UPDATE Act can be expected to generate an additional $20 billion annually for the federal Highway Trust Fund. This amount of revenue is enough to make the Highway Trust Fund solvent and to grow the federal surface transportation program for decades to come.
This legislation is supported by ASCE as well as the U.S. Chamber of Commerce, AFL-CIO, AAA, American Trucking Associations, American Public Transportation Association and the United Parcel Service.
