ACP Action Alert: Urge Your House Members to Vote "YES" on H.R. 1868 to Suspend Harmful Medicare Cuts!

In a matter of days, the U.S. House of Representatives will vote on critical legislation (H.R. 1868) to delay devastating Medicare payment cuts that will start hitting physician practices on April 1.  If Congress does not act by then, a Medicare sequester will be triggered causing a 2 percent across-the-board Medicare payment cut.  With physician practices continuing to face overwhelming financial challenges and pressures due to COVID-19, we need your help to urge House members to vote “yes” on this legislation.

Background: On March 12, 2021, H.R. 1868 (no bill title), was introduced by Representatives John Yarmuth (D-KY), Richard Neal (D-MA), Frank Pallone (D-NJ), and David Scott (D-GA), that would extend the temporary Medicare sequester moratorium through the end of 2021 as well as prevent a projected 4 percent Medicare spending cut (approx. $36 billion) scheduled to begin next year due to complicated Pay-As-You-Go (PAYGO) statute reductions. Back in December, the Consolidated Appropriations Act of 2021 was signed into law, providing a three-month extension (until March 31) of the Medicare sequester moratorium as originally enacted in the CARES Act. Without Congressional intervention, a 2 percent across-the-board Medicare payment cut will take effect on April 1.

In addition, long-standing Pay-As-You-Go (PAYGO) budget requirements will necessitate Medicare spending cuts of 4 percent (or an estimated $36 million) in payments to physicians and hospitals next year, to offset increases in spending from the recently enacted American Rescue Plan Act of 2021, according to the Congressional Budget Office. While ACP supports the American Rescue Act's investments in COVID-19 recovery and expanded coverage, it is essential that such spending not be offset by imposing extreme cuts that could have a long-lasting and devastating impact on physician practices and the care that you provide to patients.
