Description

Enacts the Industrial Hemp Act into Special Laws, with the stated intent of encouraging and regulating the farming of industrial hemp in the Commonwealth (industrial hemp has been used, among other things, in the manufacture of cloth, cordage, fiber, food, biofuels, paint, paper, particle board, plastics, and seed; hemp is industrial if the plant cannabis sativa has no more than 0.3% tetrahydrocannabinol). In particular, the bill requires that any person or business entity wishing to engage in the production of industrial hemp must be licensed as an industrial hemp grower by the Secretary of Agriculture, valid for 24 months, and renewable but non-transferrable.
