This bill prohibits federal and state governments from denying provider funding, cancelling a contract with the provider, or failing to issue a license to a faith-based provider that declines to provide, facilitate or refer a service that conflicts with their religious beliefs.  The bill requires the U.S. Dept. of Health and Human Services to withhold 15% of federal child welfare service funds from any state that violates the act and allows an aggrieved provider to seek appropriate damages. The bill would address discriminatory actions like those taken in Massachusetts, California, Illinois and the District of Columbia, which have forced faith-based providers to halt services to avoid liability if a state requires them to take actions that are against their religious beliefs.
