IRS Gift Substantiation

The Alliance for Strong Families and Communities believes that the proposed gift substantiation regulation (IRS REG-138344-13), recommended by the IRS, could put nonprofits at risk of losing out on critical charitable donations and expose donors to fraud and identity theft.

The rule would encourage nonprofits to ask donors to give out their social security numbers and report them to the IRS, creating an unnecessary barrier to giving. The Alliance believes the proposal, though voluntary, opens the door for fraud and identity theft, and would do irreparable damage to the nonprofit community.
